With work on the refurbished lookout tower nearly complete, the Times got a bird’s-eye view of the riverfront from the top of the structure yesterday afternoon. Some pieces of railing still need to be installed, as do the windows of the cupola at the top. A security system also will be put in. The tower will be opened to visitors in the spring, at which time they’ll be able to climb the stairs at the tower—going all the way to the top if they so choose.
