Town to own wood yard

Town council last night passed a bylaw to enter into an agreement with Resolute FP Canada Inc. to purchase the Shevlin wood yard and the former nurses' station on Mowat Avenue for a nominal fee.

“Negotiations have been ongoing for months, and I must say Resolute has been very accommodating,” Mayor Roy Avis said.

He noted the development of the land will help to generate assessment and make up for tax revenue from Resolute which the town will lose once the land becomes municipal property.

Fort Frances CAO Doug Brown noted the wood yard is “22.6 acres of land right in the middle of town,” and now will require a long-term plan as to what the community and council envision it to be.

Meanwhile, the purchase of the former nurses' station behind the CIBC building will allow the town to open up the laneway running from one end of the 200 block of Scott Street to the other, improving access to the Rainy Lake Square, Mayor Avis noted.

The closing date of the purchase agreement is Aug. 24.

Also at last night's regular meeting, council:

  • referred a sponsorship opportunity from the Riverside Foundation for Health Care, re: its annual fall gala on Oct. 20, to the Administration and Finance executive committee for its recommendation;
  • agreed to a joint proclamation request from CUPE Ontario Division and the Ontario Coalition for Better Child Care re: the 18th-annual Child Care Worker and Early Childhood Educator Appreciation Day on Oct. 16;
  • agreed to renew the airport maintenance garage bay lease with the MNRF at a rate of $104.90 per day for the next five months;
  • agreed to declare the Fort Frances Museum and Cultural Centre's 40th-anniversary exhibit opening on Sept. 19 as a “significant community event”;
  • referred a request from T. Ross, for exemption from the fencing bylaw to build a 10-foot fence at 1115 Second St. E., to the Planning and Development executive committee for its recommendation;
  • passed a bylaw to approve an automatic aid agreement with Couchiching First Nation to provide and/or receive fire protection services;
  • passed a bylaw to authorize the execution of an agreement with Makkinga Contracting & Equipment Rentals for the reconstruction of the sidewalk on the 300 block of Scott Street (this job, which will begin later this month, was awarded through the public tender process);
  • passed a bylaw to approve a merchant agreement with Global Payments Canada GP for payment card processing services for the Rainy Lake Square parking meters;
  • passed a bylaw to approve indemnity agreements with George Armstrong Company Ltd. and Wasaw Development GP Inc. to provide road access to, and over, their properties during the Mill Road overpass reconstruction project;
  • received an amended property assessment notice re: 1120 Church St. (2018);
  • received Minutes of Settlement for 302 Kerr Pl. (2018) and Pit Road No. 2; and
  • approved the emergency unbudgeted repair of the airport tractor at an estimated cost of $13,404.36, including HST, to be paid out of the vehicle and equipment reserves or during the year-end audit process.
