Council has added meters for the parking stalls behind the Rainy Lake Square to the 2018 budget.
The bylaw enforcement department has been receiving “numerous parking complaints” at the six dedicated parking stalls located at the back end of the square along the laneway, bylaw enforcement officer Patrick Briere reported.
He added the parking stalls are not being used for their intended purpose—which is for patrons of the square or for those accessing the shops on Scott Street.
After reviewing the matter with Operations and Facilities manager Travis Rob and the Planning and Development executive committee, the following controls have been proposed:
- designate and install parking meters at the six parking stalls;
- designate a Rainy Lake Square “staff parking only” area directly behind the stage; and
- designate “no parking” zones at the pedestrian walking areas at the far east and west ends of the rear of the site.
It will cost an estimated $10,000 to implement these controls.
At its regular meeting Monday night, council accepted the proposed parking controls as presented by the Planning and Development executive committee, and directed that the 2018 capital budget be amended accordingly.
Council will begin its bi-weekly budget meetings next Monday (Jan. 15).
Also at Monday night's meeting, council:
- authorized full execution of the Letter of Agreement with the Ministry of Transportation, re: 2017/18 Provincial Dedicated Gas Tax Program, for submission by Jan. 31 and passed a corresponding bylaw;
- authorized the renewal of an enterprise license agreement with Environmental Systems Research Inc. for a three-year term commencing Jan. 31, 2018 for an annual cost of $17,400 and passed a corresponding bylaw (this agreement is for access to online services/products);
- referred a request to reconstruct Cornwall Avenue North, between Sixth Street and Eighth Street, to the 2018 capital budget process at a total cost of $80,000;
- referred an e-mail from A. Cohen of Gulf & Pacific, re: flooding at 360 Scott St., to the Operations and Facilities executive committee for its recommendation;
- received a letter from Couchiching First Nation bylaw officer Yvonne Adams re: obtaining the funds from tickets/fines given on Couchiching First Nation;
- referred requests from North Air Services owner Kevin Pocock to increase taxi meter and “Dial-A-Ride” rates to the Planning and Development and Community Services executive committees, respectively, for their recommendation;
- referred a request from the Northwestern Ontario Sports Hall of Fame, re: a membership and fundraising opportunity, to the Administration and Finance executive committee for its recommendation;
- passed a bylaw to approve an emergency plan for the town;
- passed a bylaw to authorize the borrowing of money to meet current expenditures of the council of the Corporation of the Town of Fort Frances; and
- passed a bylaw to provide for an interim tax levy for 2018, and to provide for penalty and interest to be charged on the unpaid balance for late payment of said interim taxes.
