BYLAW OFFICER
1 Full-Time Permanent Position
GENERAL DESCRIPTION
The Bylaw Officer is a training position with Couchiching First Nation.
Under the supervision of the Justice Coordinator, the Bylaw Officer will
assist with the delivery of the program for the Couchiching First Nation.
The Bylaw Officer will work closely with the Justice Coordinator to
review and enforce current band bylaws and providing public education
and awareness of programs and services to ensure the protection of
residents, property, and employees. The Bylaw Officer will also perform
duties that encompass the Band Council Resolutions (BCR).
QUALIFICATIONS
• High School Diploma or Equivalent.
• Law and Security or Justice Diploma considered an asset.
• Knowledge of First Nation government, culture and traditions.
• Knowledge of external governments, funding agencies, and
employment training initiatives.
• Must be knowledgeable in First Nation bylaws and band council
resolutions (BCR).
• Must be a team player.
• Knowledge of the organizational structure, administrative structure
and operations of Couchiching First Nation.
• Experience in identifying, developing and organizing training and
workshop programs as it pertains to legal issues surrounding bylaws
and band council resolutions.
• Extensive knowledge and understanding of provincial offences as
they pertain to First Nations issues.
• Knowledge of provincial and federal laws as they pertain to First
Nation issues.
• Excellent verbal and written communication skills.
• Proficient with computers and software, including word processing,
spread sheets, presentation, internet, and email.
• Ability to work independently.

Program Support Worker. The Director of Family Services reports to the
Manager of Administration in all aspects of job functions.
QUALIFICATIONS:
• Master’s Degree in Social Work or other relevant field from an
accredited University is preferred;
• Bachelor degree in Social Work or other relevant field from an
accredited university is necessary;
• A combination of 10 years’ progressive Child Welfare experience and
other post-secondary education and training may be considered;
• Thorough knowledge of the Child, Youth and Family Services Act and
regulations, provincial court applications, especially in the application
of the Part IV relating to Customary Care of Rainy River First Nations;
• Five (5) years’ experience and knowledge of the Weechi-it-te-win’s
Service Delivery Model, policy and guidelines;
• Five (5) years’ experience in providing staff supervision and
program management.
