Charging staff and owners for the irresponsibility of the teens shouldn't be on them. That's ridiculous.

**** The onus should be on the parents for *NOT* teaching *RESPONSIBILE* drinking.*** How ridiculous is the government going to get now? I'm embarressed! Somebody save Canada.
